Manitoba’s Graduated Driver Licensing (GDL) Program

Whether you’re 16 or 60 - you'll enter the Graduated Driver Licensing (GDL) program when applying for a Class 5 licence. Managed by Manitoba Public Insurance (MPI), the program is designed to give drivers more experience while reducing risks during early driving years.

Who It Applies To

Anyone who applies for their first Class 5 (passenger vehicle) or Class 6 (motorcycle) licence.

Important

• If you're moving to Manitoba from another jurisdiction you may be exempt if you already hold the equivalent full licence.
• Instruction permits / learner licences from outside Manitoba cannot be exchanged for a Manitoba licence.
• GDL exemptions apply separately - holding a Class 5 licence does not exempt you from Class 6 requirements.

Class 5 GDL Stages

• L - Learner Stage: A minimum of 9 months with a supervising driver, zero blood alcohol/drug level, and passenger restrictions.
• I - Intermediate Stage: A minimum of 15 months, solo driving allowed but maintains zero alcohol/drug tolerance and passenger rules.
• F - Full Stage: 3 years of full driving privileges, with a zero blood alcohol requirement.

Note: Time in Learner and Intermediate stages only count if your licence is valid.

Key Restrictions

• Zero tolerance: There can be no alcohol or drugs in your system during the first 3 years of holding a licence.
• Conditions: If you're in the Full stage you must maintain a safe driving record - any suspensions or prohibitions will extend your stage.
• Vehicle types: A Class 5 licence allows you to drive a passenger car, light truck, moped, and some farm vehicles, as well as towing trailers up to 4,540 kg.
• Supervision rights: After completing 3 years in the Full stage, you will be eligible to supervise other learner drivers.

The Class 5 Road Test

The step that moves you from a Learner to the Intermediate stage of Manitoba’s GDL program, it’s designed to confirm that you’ve built safe driving habits and can handle everyday road situations.

What the Test Covers

During your exam, the examiner will look at how well you manage:

• Approaching and navigating intersections, traffic lights, and stop signs
• Proper mirror use, signalling, and shoulder checks before every turn or lane change
• Parking skills - including parallel, angle, and hill parking
• Controlling the vehicle while reversing or during a three-point turn
• Judgment in residential, school, and urban traffic
